Even a blind person can see that number of grounds & pitches declared by Namibia & Rwanda and verified by ICC Development personnel for 2018 are absolutely FALSE. Even the silence of a Dumb is unbearably vociferous when number of cricket participants in Namibia and Rwanda are declared and verified by ICC Development personnel for 2018, are allegedly FALSE and LIES.
Namibia is allotted $440,000.00 USD for 2018 Development Achievements and also awarded another $820,000.00 USD as a Competition grant. Therefore total $1,260,000.00 USD ( One million and Two hundred & sixty thousands USD ) is allotted to Namibia, payable during 2020 fiscal year.
Rwanda is allotted $380,000.00 USD for their "marvelous" Development achievements in 2018 with fantastic Partnership with CWB - Cricket Without Boundaries, where Mr. Andy Hobbs Trustee Board member and also is ICC Senior Development Manager.
False declaration to access bigger financial gain is a serious offence, probably a criminal offence.
Is it possible that without the connivance of certain ICC Regional manager & Staff and without blessing of certain ICC Development Department senior managers such naked and high caliber frauds could be undetected and committed? We do not know but have our doubts.
ICC Development Department got in place various checks and balances to verify credibility of facts and figures of the members; not necessarily by ocular surveys but by other means of providential processes then how come such premeditated & calculated frauds happened? Specially for these 2 Countries or probably one more Country is on the line to be detected for such massive fraud?
What are the interests the Regional and global offices have to work allegedly hand-in-glove and allowing such frauds to happen in very few but "privileged" member countries?
